For the city of Kelheim, a comprehensive feasibility study was carried out by MOJA Design to assess a future-proof connection between the city and the railway station in Saal a.d. Donau. The aim was to identify a solution that is effective in terms of transport, climate-friendly, and transferable, reducing private motorised traffic and strengthening public transport.

To this end, various measures were examined and compared: the targeted expansion of cycling infrastructure through the construction of a new bicycle and pedestrian bridge, the restructuring of the existing bus network, and a ropeway system. The options thus range from a purely infrastructural solution for cycling and walking, through a reorganisation of the existing bus service, to a new mode of transport.

Particular attention was paid to developing realistic operating concepts and assessing demand potential. A realistic operating concept takes into account, among other things, the connection to existing transport services and the question of how frequently and at what times a system needs to run in order to actually be used. For this purpose, the Bavarian state transport model (Landesverkehrsmodell Bayern) was used, which maps traffic flows and mobility demand and thus provides a reliable basis for evaluating the individual options. The results were prepared in concept sketches and analyses in order to present the differences between the measures clearly.

Many cities face the same question: how can a city be well connected to a railway station that lies outside the city itself? The study was therefore designed so that its findings can also be applied to other municipalities.
